The Opportunity

Reporting to the Chief Safety Officer, the Health, Safety & Environmental Lead plays a pivotal, hands‑on role in leading the effective day to day operational delivery of health, safety and environmental requirements across the TW Group.

Leading a dedicated team of professionals, you will champion legislative compliance, industry good practice, and the consistent implementation of health, safety, and environmental (HSE) policies and procedures. This role requires an experienced people leader who can strengthen systems, lift capability and performance, and embed a strong, proactive safety culture across diverse high-risk operations.

With a strong operational health, safety and environmental understanding in high-risk environments, you will act as a trusted advisor to the operational, project, and site leadership teams. The ideal candidate is someone who can translate issues into practical, risk-based solutions, enabling safe, and efficient work while maintaining operational excellence.

This is an opportunity for an experienced HSE leader who can turn compliance requirements into action and make a positive, practical impact on safety at operational and site management level.

Who we’re looking for:

  • Lead, coach, and develop the TW HSE Advisors to ensure consistent standards are applied with great service delivery.
  • Coordinate and manage all daily HSE operational matters, including task allocation, resource planning, and performance monitoring to meet operational priorities across TW Group.
  • Provide expert advice and guidance to site and project management teams on HSE matters across TW Group.
  • Ensure operational compliance with all relevant HSE legislation, regulations, and codes of practice.
  • Implement, monitor, and suggest improvements to company-wide HSE policies, procedures, standards, and manuals.
  • Champion and oversee comprehensive hazard identification and risk assessment processes, including Contract Management Plans (CMP), Site-Specific Safety (Plans SSSP), Safe Work Methods Statements (SWMS).
  • Develop, maintain and review business specific HSE risk registers, with a strong focus on critical risks and critical controls.
  • Ensure that all events (i.e. near misses, incidents, accidents) are reported and investigated with a causal analysis and closed out effectively.
  • Lead high potential event investigations using the ICAM model where required and ensure safety alerts or lessons learnt are distributed to applicable
  • Lead and manage the operational assurance monitoring programme (i.e. site audits, inspections and observations) covering both employee and sub-contractor workers activities and workplaces.
  • Ensure assurance activities are risk based, focus on high-risk work and TW critical risks sites and verify the effectiveness of critical controls.
  • Coordinate and manage early intervention and return-to-work programs across all business units, supporting injured or ill employees and facilitating safe, timely reintegration into the workforce.

What do you need?

  • Minimum of 5 years’ experience in a senior HSE role within high-risk work environments (i.e. civil and infrastructure, construction industries or equivalent).
  • Minimum National Certificate in Health and Safety Level 6 or equivalent.
  • Incident Causal Analysis Method (ICAM) Lead Investigator qualification with experience with conducting ICAM investigations.
  • Demonstrated experience leading and managing HSE professionals.
  • A comprehensive understanding of hazard identification and risk management frameworks, and risk assessment techniques.
  • Strong working knowledge of HSE legislation (e.g. Health and Safety at Work Act 2015, Resource Management Act 1991) and its application in the workplace.
  • A working knowledge of ISO 45001and 1400 standards and management system requirements.
  • High level of computer literacy including advanced skills in Word, Excel, PowerPoint and Outlook.
